If so, how?

Yes, there is a vinyl band at the base that protects from water, dirt to some extent. It is not waterproof but it is water resistant. -

Pros:
A great combination with the purple Libault Plume 22" carry-on that I already had and loved. But I usually pack most of the weight (laptop, files, handbag) in the smaller case I attached over the carry-on extended handles. When I had to check the carry-on on small planes I was left with all the weight and no wheels. This problem is now solved! and in matching purple!
Cons:
Wheels do of course add to the weight.
